This is a huge step backwards, not only in the history of modern sanitation, but also for environmentalism. This is bound to backfire, and it's nothing but a sham! Collecting taxes and fines in the name of the environment. Hey! Let's be strict on the real culprits, since we have so much time to devote to trash issues. Let's stop trash at the source and impose fines on manufacturers of products that aren't environmentally sound! Not the poor consumers who have to deal with maggots now! Gross, even for me, the dumpster taoist.</description>
